Course Description
The Hospital Emergency Response Training for Mass Casualty Incident course prepares students to utilize the Hospital Incident Command System (HICS) integrating it into the community emergency response network while operating an Emergency Treatment Area (ETA). We will discuss the hospital’s Incident Command Teams, Responders and First Receivers role during a Chemical, Biological, Radioactive, Nuclear and High Explosives Mass casualty incident (MCI) which must provide hospital protection and patient care. The students will understand the methodology behind how to determine and use appropriate Personal Protective Equipment (PPE), and conduct triage followed by decontamination of ambulatory and non-ambulatory patients as members of a Hospital Emergency Response Team (HERT).

Hospital Emergency Response Teams (HERT) is comprised of multi-disciplines and specialties that activate and respond during emergencies.  They are often the primary hospital defense and preliminary medical care provider for patients arriving from an MCI prior to entry into and through the Emergency Department.

The goal of the Hospital Emergency Response Team is the protection of the patient care environment.

 At the conclusion of this course, students will be able to:

• Understand the OSHA and NIMS training requirements as they apply to hospital HERT and HAZWOPER.
• Analyze the need, composition, and use of a HERT during an emergency, MCI, or disaster situation.
• Summarize the organization and operation of the HICS as it integrates with the Incident Command System (ICS) during response to an MCI.
• Differentiate the medical responses to a variety of illnesses and injuries that may result from an MCI.
• Select and use the appropriate level of PPE as hospital first receivers in response to a disaster involving patient contamination.
• Structure the healthcare facility ETA to support medical operations in response to an MCI.
• Establish a HERT which meets all safety requirements, provides security to the hospital, and efficiently handles patients for processing into the hospital facility for follow up treatment.
• Compare decontamination methods and procedures for different CBRNE type incidents.
• Challenges when using Simple Triage and Rapid Treatment© (START) and JumpSTART procedures within the ETA during a hospital response to a disaster involving contamination.
• Conduct operations in an ETA while wearing appropriate PPE in response to an MCI involving contamination.
• Understand the limitations of PPE and How to reuse N95 and other filtering facepiece respirators

Dennis A. Terpin, PhD, O.H.S.T. Retired Senior Industrial Hygienist and Emergency Manager for the University of Illinois at Chicago.  Dr. Terpin is a member of the retired Z88, and Z88.10 and the new ASTM International Technical Committee F23.65 on Personal Protective Clothing and Respiratory Protection/Equipment. Dennis is a Certified Master Level Instructor for FEMA/Department of Homeland Security teaching at the Center for Domestic Preparedness (CDP) CORBRA live agent training center instructing in respiratory protection.  Dennis has over 50 years of experience in the Occupational Safety and Health, Laboratory Safety and Emergency Management fields. Dennis has presented over 25 Professional Development Courses in-house and at major Safety Conferences since his retirement.
